Fellow Handballers,The great game of handball is still alive and well, despite the numbers rapidly declining over the past three years. With the passing of the great Jack Hughes in the recent months, we need to take stock and try to get some definition around where we are going.
How do we resuscitate the game here in Victoria?

VICTORIAN HANDBALL ASSOCIATION INC.
CONSTITUTION AND RULES
1. NAME
The name of the Association shall be the Victorian Handball Association Incorporated.
2. INTERPRETATIONS
Any question arising in connection with the management of the Association not provided for in these Rules or the Committee shall decide involving the interpretation of these Rules. In any question or matter before it, the Committee shall give due weight to its previous decisions in similar questions or matters but shall not necessarily be bound to follow such decisions.
3. OBJECTS
The objects of the Association shall be;
(a) To promote and control the Game of Handball in Victoria.
(b) To construct and assist in construction of handball courts and accessory facilities and, if necessary acquire land for these purposes.
(c) To construct, lease or sub-lease, hire or licence any other buildings or property necessary or convenient for the purposes of the Association.
(d) To maintain in good order all courts, buildings and other facilities belonging to or in the control of the Association.
(e) To co-operate in the promotion and control of Handball in Australia (and elsewhere) and to affiliate with the Australian Handball Council.
(f) To raise money by any lawful means, whether specifically provided by these Rules or not, provided that the Objects of the raising of the monies are incidental to these Objects.
(g) To raise funds for the Association by means of Subscriptions, fees, donations, levies or other fees (however so called or denominated by the Committee) from or on Members, or on Members of the public.
4. MEMBERSHIP
The Association shall consist of:
(a) Associate Members, being;
(i) Junior Members (persons under the age of 18 years on the first of January)
(ii) Social Members (as shall be determined and permitted at the discretion of the committee of the Association).
(iii) Any Club or other Association, which on application the committee may by unanimous vote, admit.
Associate Members shall not be eligible to vote at meetings of the Association. Nor shall they be eligible to hold any office within the Association.
(b) Ordinary Members
(c) Vice Presidents;
Who may be (conditionally or unconditionally) appointed or invited to join the Association by unanimous vote of the Committee.
(d) Life Members;
Who the Association in General Meeting shall from time to time by two thirds of those majority appoint.
Life Membership qualifications shall be as follows;
(i) 20 years as a registered player of the Association including;
(a) 10 years State Team “O’Connor Cup” representation; or
(b) 10 years Administration service,
Or
(ii) Outstanding service to the game of Handball.
(e) Patrons;
Who shall be appointed each year at the Annual General Meeting of the Association.
5. RESIGNATION OF MEMBERSHIP
A member may resign his membership of the Association by giving notice in writing not less than one month before the resignation is to take effect. Such notice shall be directed to the Secretary. Resigning Members shall not be entitled to a refund of fees paid to the Association.
6. TERMINATION OF MEMBERSHIP
A Member shall cease to be a Member of the Association in any of the following events, namely;
(a) The resignation of such Member tendered and accepted pursuant to Rule 6.
(b) The death of a Member.
(c) Failure by the Member to pay membership fees, dues, levies or fines, provided such payments are in accordance with this Constitution and/or any by-laws or rules set down under the authority of this Constitution, and also provided that *reasonable notice has been given stating such payments are due.
*Reasonable notice shall be considered to be a minimum of 28 days notice of payment due in writing.
7. MANAGEMENT AND CONTROL
The Management and Control of the Association shall be vested in a Committee consisting of the President, Secretary/ Treasurer, and three (3) other committee members elected at the Annual General Meeting of the Association. All of such positions shall be Honorary. They shall carry out such duties individually as provided in these rules and as may be delegated to them by the Association. Three members of the Committee shall form a Quorum. In any matter before the Committee the Members shall have one (1) vote each and the President shall have a casting vote. Except where otherwise provided herein, decisions shall be by a simple majority vote.
8. FINANCIAL YEAR
The Financial Year of the Association shall commence on the 1st day of January in each year and end on the 30th day of December the same year.
9. ANNUAL GENERAL MEETINGS AND SPECIAL GENERAL MEETINGS
(a) The Annual General Meeting (A.G.M.) of the Association shall be held as soon after completion of the season in each year as the committee shall determine. The business of the meeting shall be;
(i) Adoption of the Annual Report and Balance Sheet,
(ii) The Election of Officers,
(iii) Any other business.
(b) Special General Meetings (S.G.M.) may be called on a written requisition signed by five Members entitled to vote.
Not less than seven (7) days notice of A.G.M’s and S.G.M’s shall be given to all Members who are entitled to vote. Twenty (20) percent of all such Members (or in any case a minimum of seven (7)) attending/present shall constitute a quorum. Except where otherwise provided herein, decisions shall be by a simple majority vote.
10. MEMBERSHIP FEES
The fees for membership offered by the Association shall be determined at the Annual General Meeting and payable no later than a date to be determined by the incoming Committee (the preference being the end of February). The committee shall evoke playing restrictions on those whom are not fully financial.
11. FUNDS
The funds of the Association shall be applied under the control of the Committee towards defraying usual petty and office expense of handball court repairs, trophies, affiliation fees and expenses of the Australian Handball Championships when held in Victoria, but mainly in the construction of handball courts. The Committee may from time to time determine upon and exploit ways and means of raising funds in addition to membership fees and raise and get in such funds.
12. THE PRESIDENT
The President shall call an Annual General Meeting each year except in the case where it is necessary to call an extra-ordinary special meeting, and preside at all meetings of the Association or Committee. In his absence, a member of the Committee may be elected to do so at that meeting.
13. THE SECRETARY/TREASURER
The Secretary/Treasurer shall perform the clerical work of the Association, carry out the directions of the Committee, and keep minutes, reports and all records of membership and of Interstate and Championship games. The secretary shall be responsible for the collation and postage of all Association monthly newsletters.
The Secretary/Treasurer shall collect, by instalments or otherwise, members’ fees; take possession of all funds of the Association raised by the Committee, and from whatever sources, and pay these to the Association Bank Accounts. The Treasurer shall keep proper books of account and submit a financial statement of the Association at the Annual Meeting. On direction of the Committee, he shall open and keep a Trust Account for any special purpose in relation to the building of handball courts. The Treasurer and either the President or the Secretary shall sign cheques on banks Ordinary and Trust Accounts.
Any portion of the Associations current funds not required immediately for the expenditure may be invested by resolution of the Committee for the benefit of the Association and on behalf of the Association in any bank or building society.
14. THE COMMITTEE - POWERS AND DUTIES
Powers and duties of the Committee are expressly, and without in any way, qualifying those implied in its power and management and control or elsewhere mentioned herein shall be;
(a) Where possible, each committee member shall be responsible for at least one portfolio, i.e. 1 x AHC Delegate, 1 x Tournament Secretary & 1 x Junior Development.
(b) To grant or refuse clearances or permits to players from one club or state to another club or state.
(c) To admit or reject applications for membership or terminate the membership of any member or members.
(d) To appoint at any time, officers and/or sub-committees to be responsible to the Committee and to terminate such appointments.
(e) To arrange all Local & National Tournaments when held in Victoria.
(f) To appoint a selection committee (including the State Coach (see Rule 16
(i)) to conduct State Championships and to select teams and Representatives to represent the Association in the Australian Handball Championships.
(h) To decide any dispute between member and member or otherwise however arising in this Association.
(i) The appointment of a State Selector to work in conjunction with the State Coach and president for all state selections (both teams and Individual titles)
(j) The appointment of Senior and Junior Coaches, who are to be appointed at the beginning of each playing season. Their duties are to coach both senior and junior players (including schoolboys, subject to the approval of their school authorities) respectively, throughout the season. They are also to take full control of the State Squads and to select (in collusion with the other selectors) and assist, in the control of the State Senior and Junior teams respectively. Their duties are to terminate at each Annual General Meeting.
(k) To consider and act upon all complaints made to it by any Member, Umpire, or Court Steward concerning the conduct of players, or State Association Officials at Championship or Pennant games, conducted by the Association. This is provided that no player or official shall be disciplined, fined, suspended or expelled without notice, in accordance with the rules of natural justice of the charge against him, or without being given the opportunity in accordance with such rules, to hear and answer to the Committee any charges being preferred against him.
(l) To act as the VHA representative on the Australian Handball council
15. SEAL
The Committee shall cause to design and produce a Common Seal for the Association, which, shall be in the custody of the Secretary, and shall not be used or affixed to any documents except as authorised by the Committee. Any other documents to which the said seal shall be fixed, shall be signed by
(a) The President and the Secretary or the person for the time being acting in his stead or a person nominated by the Committee.
16. AUTHORITY TO EXECUTE DOCUMENTS
Agreements and other instruments or documents to which the Association may be a party, may be made by or on behalf of the Association in the following manner;
(a) The President or Secretary may execute an agreement and any instrument document of writing not required by law to be under the Seal of the Association.
(b) Any document required by law to be under Seal of the Association may be executed under the Common Seal of the Association in the manner prescribed by Rule 17 hereof.
17. EMBLEM
The Committee shall cause to be designed an emblem for the use of all Members of the Association under such conditions as the Committee may decide which is representative in design of the Association, its Objects and Members and which shall be used on all Association stationary and publications.
18. MATCHES
The Committee member charged with being the Tournament secretary, with assistance from the Committee in each year, forthwith after its election by the Committee, shall draw up a schedule of matches and championship contests for the ensuing year and shall fix the rules, details and conditions thereof and cause the same to be made public in such current newspapers and by other means, as it shall determine.
19. CLUBS
Association Clubs shall register with the Association Secretary. Club Constitution and Rules must be submitted to and approved by the Association Committee.
20. COURTS
The court dimensions are to be those in line with eh constitution of the AHC.
21. RULES OF PLAY
The Rules of Play shall be those of the Australian Handball Council.
22. RULES FOR THE CONDUCT OF PENNANT MATCHES
The Rules for the Conduct of Pennant Matches shall be those as prescribed by the Committee from time to time.
23. AMENDMENT
Any proposed alteration or amendment of the Constitution or Rules shall be by resolution carried by two-thirds majority at a Special General Meeting whereupon it shall take effect. A Special General Meeting for this purpose may only be called on a written requisition signed by five (5) members.
